近未來，人工智慧已經深入司法系統。政府計畫採用一款智慧軟體，在審判時取代法官，作出大數據裁判。雖然美其名曰「民主中立」，這些智能審判背後卻迷霧重重。眼看法案公投在即，頗負盛名的法官被要求查驗該系統效能，卻發現年輕聰慧的軟體公司創辦人疑似遭到謀殺。真相深不見底，等待她的，是在位者錯綜複雜的權力遊戲。
一則懸疑緊湊的法政驚悚寓言，以清冷神祕的基調，編織階級權謀，再揉雜黑色電影元素，並調度多場令人驚豔的水下攝影。在辯證科技對人類生活的全方位滲透，為人工智慧的道德倫理問題敲響警鐘的同時，也展現身處政商漩渦中的法官，對司法精神的探問與堅守。回觀如今「恐龍法官」污名標籤甚囂塵上的台灣社會，本片提供的省思尤具意義。
In the near future, the Government aims to replace judges with AI software, pledging to effectively automate and depoliticize the justice system. Carmen Costa, a distinguished judge, is invited to assess this new procedure. However, when the software's creator is found dead, she realizes her life is in danger and that she must fight the powerful interests that are at play in the highest echelons of the State.
